Benigno M. Palomo

Elected and member of Consolidated Commission on Utilities (CCU).
Mr. Palomo, has served the Government of Guam for over thirty (30) years, he was an Organization and Methods Examiner, of the Management Section, Department of Finance, Government of Guam. He was also Deputy Executive Director then Executive Director for the Guam Housing and Urban Renewal Authority. General Manager of the Port Authority of Guam, it was during his time as General Manager, that the Port made a profit by improving productivity and reducing expenses. Former Senator of the 13th, 14th and 15th Guam Legislature. Founding president of the Guam Jaycees, and served as Vice-President for the Jaycee International, and also was a founding member of the Chamorro Cultural Association. Graduated from Belmont Abbey College with a BA, attended DePaul College of Law, Chicago, Illinois, and numerous workshops and seminars on effective management.

Eloy P. Hara

Commissioner Eloy Perez Hara, a Guam native, resides in Sinajana with his wife, the former Consolacion Crisostomo. They have five adult children, and seven grandchildren. He is the President and Chief Executive Officer (CEO) of International Technology, Incorporated., dba ITI – Power $avers, which he co-founded.
A graduate of George Washington High School, Mongmong, Guam , he attended Father Duenas Memorial Seminary (FDMS) for two years. At FDMS he completed college preparatory courses prior to attending Saint Lawrence College at Mount Calvary, Wisconsin. and St. Thomas College at Hudson, New Hampshire. Departing from religious studies, Commissioner Hara moved to San Diego, California where he enlisted in the United States Navy for a twenty year career.
In the Navy, he attended San Diego City College and the College of the Sequoias at Visalia, California, Chaminade College of Honolulu, University of Hawaii, Northern Oklahoma College (AS degree) at Tonkawa, Oklahoma, and finally earned his Bachelor of Business (BBA) degree from East Texas State University, Commerce, Texas. During Commissioner Hara’s last few years in the U. S. Navy, he completed ten out of twelve graduate courses towards a Masters Degree in Management Science, at La Verne University, Los Angeles, California.
After his retirement from the Navy, he returned to Guam where he served in numerous executive capacities: Guam Power Authority's Assistant General Manager of Administrations from December 1987 to December 1993. Executive Director of the Guam Civil Service Commission from December 1993 to December 1999, Administrator of Guam Memorial Hospital from February 2000 until he resigned in June 2000, due to political reasons. During Commissioner Hara’s short but productive Government of Guam career, he served in several other responsible positions, such as, Member, Executive Management Committee, American Public Power Association (APPA - 5 yrs), Member, Guam Public Utilities Commission (2 yrs), Vice President, Statehood Task Force for the Guam Decolonization Commission (12 yrs), Society for Human Resources (SHRM),Guam Chapter (6 yrs), and Cabinet Member for over 12 consecutive years under Governor’s Joseph Ada and Carl T.C. Gutierrez.
After Commissioner Hara’s thirty two plus years of public service, he retired to a small private business which provides Energy Management Consultation, energy saving lights & fixtures and other energy saving products, and a small construction company. When Commissioner Hara can find time from his busy routine, he enjoys playing golf, fishing, gardening, and home beautification projects. |

John M. Benavente, P.E.
General Manager, Consolidated Utility Services
Mr. Benavente was appointed the General Manager, Consolidated Utility Services, by the Consolidated Commission on Utilities, Guam, in June 2005. In this position, he oversees the operations of both the Guam Power Authority and Guam Waterworks Authority, with a combined operating budget of $350 Million, assets in excess of $1 Billion and approximately 770 employees. He has thirty years of technical, engineering and management experience in the power related field both in the government and private sectors, including seven (7) years as the General Manager of Guam Power Authority (GPA). Experienced in various aspects of operations including the Navy Customer Supplier Agreements, the Independent Power Producers Energy Conversion Agreements, strategic planning, succession planning, rate proceedings before the Public Utilities Commission, Legislative hearings, bond ratings and issuance, environmental permitting, power plant construction, transmission and distribution construction, energy management system, budgeting, collections, typhoon and earthquake recoveries. He holds a Masters of Science in Engineering Management from the University of Missouri (Rolla), a Bachelor of Science (Mechanical Engineering) from the University of Dayton and is a Registered Professional Mechanical Engineer, Guam.

Randall V. Wiegand
Chief Financial Officer, GPA
Prior to becoming the Chief Financial Officer for the Guam Power Authority and the Guam Waterworks Authority in September 2003, Mr. Wiegand spent nearly three years as Audit Manager for the Guam Office of the Public Auditor. Before that he spent a year as the Underwriting Manager for PacifiCare Asia Pacific, nearly five years as Comptroller for the Guam Power Authority and five years for Deloitte & Touche ending in the role of Audit Supervisor. Each year at Deloitte and Touche, Mr. Wiegand was involved in audits of utilities. Mr. Wiegand holds certifications as a Certified Public Accountant (Washington State and Guam), a Certified Government Financial Manager, and a Certified Fraud Examiner. Mr. Wiegand is currently the President of the Guam Chapter of the Association of Government Accountants. Mr. Wiegand is a graduate of the University of Washington (MBA-1990) and Seattle Pacific University (1983 – BA-Business Finance)

Joaquin (Danny) Santos, Jr.
Assistant General Manager for Administration and Consolidation
Mr. Santos is the recipient of the Legion of Merit, Humanitarian Resolution from the Province of Zambales, Republic of the Philippines, and the President's Club, Sprint International. As the General Manager for the Guam Telephone Authority, Mr. Santos was instrumental in the modernization of the Telephone Authority and transformed the system from analog to digital technology. After GTA, Mr. Santos became the General Manager of Sprint Guam, a subsidiary of Sprint International long distance service and while there was instrument in the introduction of domestic rate integration for Guam and CNMI. Mr. Santos is a Retired US Marine Corps Colonel who holds a Bachelor of Arts Degree from the University of Dayton, as well as a Masters degree from Pepperdine University. Mr. Santos is a Graduate of the Communication Officer Electronic Warfare Analyst School, and the Joint Armed Forces Staff College, and his Marine Corps commission included staff and command assignment with the Fleet Marine Force from company size to division/wing level in command, control, communications and intelligence.

Samuel J. Taylor
CCU/GWA Staff Attorney
Prior to becoming the Staff Attorney for the Consolidated Commission on Utilities and working for both the Guam Waterworks Authority and occasionally the Guam Power Authority, Mr. Taylor spent four years working as the Staff Attorney for the Guam Superior Court working in the following areas: contracts and procurement law, personnel law, administrative law, drafting rules and legislation and litigation. Mr. Taylor has also clerked on Guam for the Hon. Presiding Judge Alberto Lamorena Mr. Taylor’s work experience also includes serving in the U.S. Air Force, working for Legal Aid of Lane County (Oregon), a product manager for a manufacturing company and a conference manager for a large reseller of software. Mr. Taylor is ideally suited to work at GWA as he was an apprentice plumber, has operated most equipment used by GWA and is very familiar with the construction industry. Mr. Taylor is a graduate of the University of Oregon (Doctor of Jurisprudence -1998) and is currently licensed to practice before the Superior Court of Guam, the Guam Supreme Court, the United States District Court of Guam, the Ninth Circuit Court of Appeals and the United States Supreme Court.
